There are two methods to access blocked websites: 

First Method:

Search the banned website, for example www.Gmail.com, in Google or Yahoo! search engine. Then open the cached copy of that page to access the website. You can get also cache link of that website, if you search in Google with keyword cache:[URL] and get cache link to access the website.

Cached pages are the snapshots of original pages, this is useful if the original page is unavailable because of:

•Internet congestion
•A down, overloaded, or just slow website
•The owner’s recently removing the page from the Web

Sometimes you can access the cached version from a site that otherwise require registration or a subscription.

Second Method:

Third Method:

Sometimes blocked websites URL are stored in Application or software being used. In this scenario you can try surfing any web site with their IP address and this can be achieved by typing command in command prompt as ping www.google.com will return you IP address for Google.

Alternate, go to www.whatsmyip.org to get IP address for any website.
